STAFFORD TOWN BOARD MEETING
January 10, 2022

The January 10, 2022 Town of Stafford Board meeting was opened with the Pledge of Allegiance at 8:16pm by Supervisor Robert Clement. Also present were Councilman Duyssen, Councilman Pacer, Councilman Panek, Councilman Mullen, Highway Supervisor Boldt and Town Clerk Barbara Radley.
Also in attendance were Phyllis Darling, Andrew Darling, Linda Call and Dale Worthington.
Councilman Panek made a motion to approve the October 11, 2021 Town Board minutes, Councilman Pacer second, the motion was carried on a 5-0 vote.
Councilman Mullen made a motion to approve the November 8, 2021 Town Board minutes, Councilman Panek second the motion and the motion was carried on a 5-0 vote.
Councilman Panek made a motion to approve the minutes of the Special Town Board meeting minutes of November 22, 2021, Councilman Mullen second the motion and the motion was carried on a 5-0 vote.
Councilman Panek made a motion to approve the December 13, 2021 Town Board minutes Councilman Pacer second and the motion was carried on a 5-0 vote.
Councilman Pacer made a motion to approve the Special Meeting of December 27, 2021, Councilman Panek second the motion and was carried on a 5-0 vote.

Resolution 8 Agreement for Pre Authorization (Wire) Transfer, Councilman Pacer made a motion to accept Resolution 8- Pre Authorization of Funds Transfer (Wire), second by Councilman Panek and carried 4-1 on a Roll Call Vote as follows:

Supervisor Clement aye
Councilman Mullen made a motion to accept Resolution 9 Appointment to Association of Towns for 2022; Councilman Mullen to be the Official Delegate and Councilman Pacer to be the Alternate, second by Councilman Panek and was carried on a 5-0 vote.
Councilman Pacer made a motion to reappoint Michael Lathan to the Zoning Board of Appeals, second by Councilman Mullen and was carried on a 5-0 vote.
Councilman Pacer made a motion to accept the resignation of Terry Maid as cleaner of the Town Hall, second by Councilman Mullen and was carried on a 5-0 vote.
The cleaning of the Town Hall was further discussed, a proposal with two spec were presented. After a discussion, Councilman Panek made a motion to put the cleaning out for bids using the bids of spec 1 for cleaning services with detailed specs upon request at a rate of $20.00 per hour; Councilman Duyssen second the motion and was passed on a 5-0 vote. There will be a sign off sheet made for the cleaner to keep track for hours.

Councilman Mullen made a motion to accept Resolution 10 to appoint David Kent as a member of the Board of Assessment Review, second by Councilman Panek the motion was carried on a 5-0 vote.
Councilman Panek made a motion to accept Resolution 11 to appoint Tim Thomas to the Zoning Board of appeals as alternate, Councilman Duyssen second and was carried on a 5-0 vote.
Councilman Mullen made a motion to approve Resolution 12 Extract of Minutes of Meeting of the Town Board Adopting Bond Resolution to approve bonding of $250,000.00 for one highway truck, second by Councilman Panek and was carried on a 5-0 vote.
Councilman Pacer made a motion to accept Code and Zoning Officer Gerry Wood’s report for the year 2021, Councilman Panek second and the motion carried on a 5-0 vote.
Councilman Panek made a motion to accept Resolution 13 naming Barbara Radley as Vital Statistics Reporter, second by Councilman Duyssen and carried on a 5-0 vote.
After a discussion, it was agreed that Zoning and Code Officer, Gerry Wood, will provide monthly reports that will be posted and available in the Town Clerk’s office.
Linda Call reported on the Visitors Guide ad and showed the colorful proof. It is very attractive and informative; the Chamber of Commerce will contribute $100.00, the Town of Stafford will contribute $1,000.00 which is in the Town Budget.

Highway Superintendent Steve Boldt reported that the employees are cleaning the garage, and will refinish the picnic tables from Emery Park in the down time, when not snowplowing. They have replaced a radiator on one of the trucks, which is a great savings to our Town. Also, we should look into the Franchise with Spectrum now that Time Warner is no longer our provider; we may be able to get cable available to more people in town at a better rate. Councilman Panek will look into this further.
Councilman Panek asked about the sound system used at the Tree Lighting Ceremony; do we own the system or just borrowed it. It will be looked into and reported later.
Linda Call reported on the passing of our Town Historian Garth Swanson on January 5, 2022. He will be greatly missed and was a great asset to our Town. We will have to find another Historian that is qualified.
Dale Worthington asked is the Town received the $130,000.00 from the American Rescue Plan yet. It was reported that we only received the first phase of the plan. It was also asked about the Assessor’s helper and what her status is; it was explained that the Assessor is planning on retirement and her helper is still filling in occasionally and training.
Mr. Worthington also asked about the Zoning and Code enforcement Officer’s time as far as vacation is concerned; it appears that the Officer had an excessive amount of vacation in 2021. There was also a question about his job description and benefits. All these issues are being handled in the Employee Handbook.

Councilman Panek made a motion to accept Abstract #13 Highway in the amount of $3,077.56, Councilman Mullen second the motion and carried on a 5-0 vote.
Councilman Panek made a motion to accept Abstract #13 General Fund in the amount of $10,182.67, second by Councilman Mullen and carried on a 5-0 vote.
Councilman Duyssen made a motion to accept Abstract #1 – 2022 General Fund in the amount of $45,136.48, Councilman Pacer second and carried on a 5-0 vote.
Councilman Duyssen made a motion to accept Abstract #1 – 2022 Highway Fund in the amount of $2,175.35, Councilman Pacer second the motion and carried on a 5-0 vote.
Councilman Duyssen made a motion to accept Abstract #1 – 2022 Water Fund in the amount of $518.00, Councilman Pacer second the motion and carried on a 5-0 vote.
Councilman Mullen made a motion to adjourn to executive session and invited the Town Board and Town Clerk to the meeting regarding a personnel issue, Councilman Duyssen second the motion and carried on a 5-0 vote.
The Executive Session ended at 10:15pm; Councilman Duyssen made a motion to adjourn the meeting at 10:15pm, second by Councilman Pacer and passed on a 5-0 vote.
