TOWN OF STAFFORD TOWN BOARD MEETING

SEPTEMBER 11, 2023

 

The Town of Stafford Town Board Meeting was called to order at 7:30pm by Supervisor Clement leading the Pledge of Allegiance.

In attendance were, Councilman Panek, Councilman Schramm, Councilman Duyssen, Councilman Pacer and Supervisor Clement, Highway Superintendent Boldt and Town Clerk Radley.

In addition, Phyllis Darling, Andrew Darling, Terry Young, Laurie Pocock, Morgan Beverly, Connor Wright, Zach Pocock, Andrew Pocock, Don Mullen, Quentin Call, Gary Snell and Charlie Giacchino were in attendance.

Councilman Duyssen made a motion to approve the Financial Report, second by Councilman Pacer and approved on a 5-0 vote.

Councilman Pacer made a motion to approve the minutes of the Regular monthly meeting of August 14, 2023, second by Councilman Schramm and approved on a 5-0 vote.

Councilman Pacer made a motion to approve the minutes of the Special meeting of August 24, 2023, second by Councilman Duyssen and approved on a 5-0 vote.

Councilman Pacer made a motion to accept the Fire Department Report, second by Councilman Schramm and approved on a 5-0 vote.

Councilman Duyssen made a motion to accept the CEO/ZEO Report, second by Councilman Pacer and approved on a 5-0 vote.

Councilman Pacer made a motion to accept the Assessor Report, second by Councilman Duyssen and approved on a 5-0 vote.

Supervisor Clement read a letter from Municipal Solutions for an amendment to Water District #12 for additional borrowing. The fee will be between $23,000 and $62,400; these fees will be added at the end of the project. Councilman Panek made a motion to approve the signature of this amendment, second by Councilman Pacer and approved on a 5-0 vote.

Supervisor Clement read a letter the Planning Department wrote approving the A D Call and Sons Land Spreading Permit; it was discussed, and Councilman Pacer made a motion to approve the permit, second by Councilman Schramm. The motion was approved on a 5-0 vote.

Councilman Panek made a motion to approve Resolution 48 to Amend Resolution 46 Code and Zoning Positions and Rate of Pay, second by Councilman Duyssen and approved on a 5-0 vote.

Councilman Pacer made a motion to approve Resolution 49 JCAP Grant for Town Court, second by Councilman Panek and approved on a Roll Call Vote as follows:

Laurie Pocock gave a presentation of the Summer Recreation Program, the staff of Andrew Pocock, Connor Wright and Morgan Beverly were there as well. Laurie gave a talk about the field trips, fun days, Miss and Mr. Stafford; Miss Stafford is Brooke Bannister with Runner Up Erin Tillotson, Mr. Stafford is Landon Jett with Runner Up Ren Iburi. They had a pizza making day, water wars, laser tag, movie night, talent show, dunking booth and annual bon fire. Fun was had by all. There was an average of 45-50 children per day with no incidents. Only one day of cancellation due to poor air quality from the fires of Canada. Thoughts are already in place for next years’ program and employees. The program was a success and greatly appreciated by all. Laurie then presented many pictures of the program that will be displayed in the Town Hall and put into binders for anyone to view. THANK YOU, Laurie and staff, for the wonderful summer for our youth! Terry Young, our custodian of Emery Park stated that in his 20 years he has not seen such a great group of workers and appreciate Laurie as Director and being in person daily; this has made a big difference.

Councilman Schramm reported that he met with Supervisor Clement, Zoning Officer Sinclair and the firm of David DiMatteo to discuss upcoming litigation. More information will be forthcoming.

Town Clerk Radley reported on the new project of Christmas Trees in Illette Park this November and December. The trees have been secured and it is being negotiated for a price and time to have them in our possession. There will be 20 trees and it will be advertised in the Newsletter on a first-come basis.

Gary Snell asked about the Flag project and when they will be displayed. It was discussed and decided that next spring weather permitting, they will be put up before Memorial Day and taken down after Labor Day.

The Brush Drop Off at the Town Barns was questioned. The closing was due to out-of-town people leaving garbage; if anyone would like to drop off brush, please call the Highway Department and it will be determined that a resident of Stafford is using the facility and granted permission.

Councilman Duyssen made a motion to accept Abstract #9 General Fund in the amount of $44,766.36, second by Councilman Pacer and approved on a 5-0 vote.

Councilman Duyssen made a motion to accept Abstract #9 Highway Fund in the amount of $90,734.78, second by Councilman Pacer and approved on a 5-0 vote.

Councilman Duyssen made a motion to accept Abstract #9 Capital Projects in the amount of $10,201.12, second by Councilman Pacer and approved on a 5-0 vote.

Councilman Duyssen made a motion to accept Abstract #9 Water Fund in the amount of $12,776.25, second by Councilman Pacer and approved on a 5-0 vote.

Councilman Duyssen made a motion to adjourn at 8:21 pm, second by Councilman Panek and approved on a 5-0 vote.
